Yes, it resets your IP and router. It will also assign you a new IP which will stop it because they are flooding your old IP and your router is now using a different IP.

heres the thing say if the guy who is hitting him off if he has his *** he can just get the new refreshed ip so no matter what cmd wont help the issue this kid is having cos according to me this kid may have a static IP address so if he uses cmd it wont help him change his ip cos static ip you have to call your network provider and pay to get your ip change

He wouldn't even have to pay should he call his ISP, he would tell them what's happening and they would change it for free.
