I was thinking about getting in one and changing my prestige but not quite sure because I see they are still banning people for getting in them.

People still get banned for it but not everyone. You always take the risk of being banned whenever you join a modded lobby.

Yes they are, i gave my friend a lobby and he got banned to days later
