I just finished my build, and I tried to turn it on to load the BIOS thing so that I could install Windows 8.1 from a USB, but I cant seem to get it to come up. Could someone please help!

Did you make a bootable usb already? If not then you'll need access to another computer, and a copy of winodws 8.1 and you'll need to either use Windows USB/DVD Tool [ Register or Signin to view external links. ]
or use Rufus (I'd recommend rufus it's quick and quite easy to use) [ Register or Signin to view external links. ]

Also your USB needs to be 4GB or larger.

What motherboard do you have? Generally it should detect the bootable usb and boot from it, although if it doesn't go into boot options and select your usb

@Immersive I have already done that, I plug in the USB and I checked in the manual of my motherboard and it says to press delete prior to turning on the power, and I still get no picture on screen. I have my monitor plugged in via, DVI. Also, the motherboard that I have is [ Register or Signin to view external links. ]

Some of the problems I had is the 4 or 8 pin cpu power wasn't in properly and the 24 pin wasn't either. Also check your ram is in properly

I'm pretty sure, There are two sets of spots where the RAM can be plugged into at, there is a black set, and a grey set. I have mine plugged into the black set, would I need to plug them in side by side? [ Register or Signin to view external links. ] <-- picture

Read your motherboard manual to know which set to plug them into for best dual channel performance, also make sure they're in properly sometimes it can be hard to tell. When you plugged them in did you hear a click?
