Yes for CS, but noone ever plays on max settings. I personally put everything on low and put shaders on high so skins look nicer. Noone really finds it necessary. I have the same graphics card as you and with those settings I get around 200 FPS.
I also have an AMD processor (AMD FX 6600-K - it's 6 core and good for working and multitasking but not for gaming) ...bad idea bro, change that to an i5 and you'll be good to go. CS:GO is very CPU intensive.
As for GW2, I've played it for about 3 hours since it's gone F2P and I run everything on medium with a few texture settings on high and AA turned on and it runs fine.
