I have a modded gta v character and I am a level 8000 but I can't play a job or buy house because I need to wait for Simeon to ring but he dosent

Im pretty sure you don't need simeon to buy a hours or cars or anything. Because when i try and call any of the mission guys like Lamar, Gerald, Simeon non of them answer it just keeps ringing and ringing and then it hangs up lol. IDK what it is maybe theres a first mission we missed or something but i didnt need to wait. Best of luck
