So i loaded up CS:GO today to find out i have a temporary cooldown? and it has like a congratulations message underneath ? what does this mean

If you are not ranked on competitive, and won 2 games that day, that would be the reason.

Other than that, I don't know why a regular comp cool down would say, "congratulations".

It's what Taylor said, basically every two comp wins until you reach ten will give you a 24 hour cooldown. This is to prevent people cheating because it gets them banned before they do too much damage and it also prevents your friend coming round to your house to get you a high rank.

You either got a cooldown if you won two games while youre unranked or you didnt finish a comp game
