This is not true. You do have the option to "optimise" the settings but you can just close out of it like most things you do on Windows.

Be aware that Shadow play is amazing should you have an Nvidia card and is probably your best choice currently should you not want to purchase an external capture card so you don't get a performance hit.

I didnt get the option at all. It started optimizing all my games on it's own and I'd have to go back and fix my settings for all the games I play

I like using OBS, or there is a paid app called Action! that I have used in the past that works decent.
