The cause is a bad XBDM plugin. Trust me if you find another one it will fix all your problems. When I first got neighborhood and was using tools this would happen all the time. After getting a new XBDM everything was perfect.

Go into XeX Menu and delete the cache folder by hovering over the folder and pressing Y, then scroll down and click delete. After you delete it reboot again. Or If trying to run mods, stop. You are most likely on a non-matching title update for which these mods where made for.
