Text Tutorial:
Firstly you want to find the Freeze Ray, which will be at the beginning of The Shrunk Machine mission next to the three survivors.
You will simply need to run through and focus on each enemy until they are frozen, you will then need to kill them whether it's a punch, gun shot, or an execution. You don't need to worry about ammo as the Freeze Ray will recharge, just focus on killing 20 enemies and you will unlock the achievement.
