Do you need a monitor?
Do you need a keyboard?
Do you need a mouse?
Do you need an operating system?
What will you use the PC for?

In that budget? Even if he said yes, he aint gonna get em and have a respectable PC... Those peripherals could take the budget without the PC...

I'd personally call that a potato...

But a "rinky dink monitor, keyboard and mouse" could work :p

Still better then anything apple, pear, banana, etc...

Nice little entry level rig if you can manage a tad over budget.

Otherwise, your best bet is an APU rig;
