I've beat the first one 5 times already and still haven't unlocked the second one

You just need to wait 10-30 mins after completing the Fleeca heist. You should then get a call from Lester about "PRison Break".

I guess that you both own a high-end apartment to launch the heist from? Have you tried calling Lester and looking to see if there are any options to get the new heist? You could try joining a Prison Break heist and completing it, that might make a difference.

I can't suggest anything other than joining another players Prison Break heist.

Got the same problem here, done the prison break twice now with 2 different leaders and neither of them have got a phone call yet, been like 3 hours
