With all minimum settings, you could see 250+. Maxed, I would guess ~100. Resolution would change things, too.

nVidia SUCKS. EXPENSIVE PIECES OF SHI*T! Never mix AMD with nVidia...GO for i5-2500k and AMD ATI HD 6950...if you have $$ to blow buy a 6970...

No..no..no.
Get this cpu -

This video card -

This heatsink -

This is way better than what you listed.
You can auto overclock the i5 2500k to at least 4.5 GHZ and you can flash the 6950 into a 6970, the 6970 is an AMAZING card.

The human eye can't tell the difference between 100 and 1,000,000 FPS. I believe 60 is the limit of our perception that there are even frames! Tell me if I'm wrong, though. If you are only playing COD4, shoot for a system that will give you about 100 steady FPS (it will look the same as 300) and save the money. High-action parts will cause FPS to drop, so 100 gives plenty of room to prevent that from being a problem.
Yeah, and forget the 560 Ti and the 1100T and get the 6950 and the 2500K. It will handle any game right now and eat COD4 for breakfast (It is actually massive overkill, even with the game maxed!).

Actually I think it's 200 fps the human eye can process. 60 is enough to play any game but 100+ looks better. Also, on Cod4 if you have better fps you can move and jump farther, that's why you see people on pc doing crazy jumps and bounces. But, this only happens in intervals: 125,250,333

Look at the refresh rate on whatever screen you happen to have. If it says 120 Hz, that means if refreshes 120 times per second. Therefore, anything above that will make no difference since you are limited by the monitor. Also, you'd be lucky to have 120 Hz. That is the fastest that modern monitors come. You probably have a 60 Hz model.
And yes, 60 FPS is considered the max for humans. A white frame followed by a black one over and over again becomes visibly gray with no flickering to humans at 60. That is also why most console games are capped at 60.
