Perk Slot 1
Marathon
Marathon Perk Ability: Unlimited sprint.
Pro Ability: Get over obstacles faster.
Sleight of Hand
Sleight of Hand Perk Ability: Faster reloading.
Pro Ability: Gives a speed boost to how fast you can aim down the sight of your weapon.
Scavenger
Scavenger Perk Ability: Full resupply from dead enemies.
Pro Ability: Extra magazines.
Bling
Bling Perk Ability: 2 primary weapon attachments
Pro Ability: 2 secondary weapon attachments.
Perk Slot 2
Stopping Power (only reason to keep this in is for normal mode)
Stopping Power Perk Ability: Increased bullet damage.
Pro Ability: Increased bullet damage vs. helicopters and aircrafts.
Double Tap (to balance out Stopping Power)
Double Tap Perk Ability: Allows you to shoot faster
Pro Ability: Allows you to scope in faster with a sniper rifle
Lightweight
Lightweight Perk Ability: Move faster.
Pro Ability: Allows you to do a quick aim after sprinting.
Cold-Blooded
Cold-Blooded Perk Ability: Undetectable by UAV, air support, Sentry Guns, and thermal.
Pro Ability: No red crosshair or name shown when you are targeted.
Danger Close
Danger Close Perk Ability: Increases explosive weapons damage.
Pro Ability: Increases air support damage.
Perk Slot 3
Steady Aim
Steady Aim Perk Ability: Increased hip-fire accuracy.
Pro Ability: You can hold your breath for a longer period of time
Ninja
Ninja Perk Ability: Invisible to heartbeat sensors.
Pro Ability: Allows you to move silently.
SitRep
SitRep Perk Ability: This will reveal enemy explosives.
Pro Ability: Makes enemy footsteps louder.
Bandolier
Bandolier Perk Ability: Allows you to start off with more ammo in your primary weapon.
Pro Ability: Same thing but for your secondary and equipment.
There really should be more 3rd perks, I just couldnt think of anything that would go there.
So what do you guys think about this list?

It looks alright. i just wish IW and 3arc would think of some other perks, im tired of people posting thier ideas i mean the perks will be the same as the last 3 CoDs.

the only perk that wasent on blackops was stopping power and double tap but the had rapid fire
