to solve it all you do is restart computer and as it starts loading press and hold "alt" and tap "F10" and you should be in a window where you can restore your computer to factory settings and you still keep windows installed

I know you said that you specifically don't want to download anything. There is a free program out there called Malwarebytes-Anti Malware. It protects and erases any Malware Treat type virus's, pop ups, and even some major trojans. If you want to get rid of your virus's i would download it. Again it is free, and i've been using it for years. Another program is 30 dollars a year. It is called Vipre Antivirus. It is better than anything out there right now. Even Microsoft is making there own virus's and giving them to people you have to get something that is from a company that actually gives a crap and doesn't just want to take your money. Right click on My Computer and click Properties. Click on the System Restore tab, and make sure the Turn off System Restore checkbox is not checked. (It feels backwards, I know ...). If you're turning on System Restore, especially for the first time, it may then create a restore point, so it may take just a minute to complete.
However my approach was to find the executable and run it directly. Click on Start, then Run, and type in "c:\windows\system32\restore\rstrui.exe", where "c:\windows" is your Windows directory. Press OK and you should get the System Restore UI.

Yess i also agree with adam because the program is safe and I used it to help me when i was getting fake virus errors
