1.Open the Control Panel.
2.Open Display Properties.
3.Click the Desktop tab.
4.Click the Customize Desktop button.
5.Click the Web tab in the Desktop Items window.
make sure all checkboxes in this window are un-checked
This should sort you out ;)
how am i suppose to find control pannel if everything is off my screen and i have no desktop in the first place.

i cant figure this out guys all my destop icons are off the screen and all my task bars and stuff

So you have no Start button :
If so, that means the Explorer.exe has crashed, then a reboot it definitely required...
