Find yourself a nice free webhost, find the forum software of your choice, i recommend these

SMF
PhpBB

IPB(NEED TO PAY)
vBulletin(NEED TO PAY)

download your forum software, get a ftp(file transfer protocol) program i recommend filezilla then get your ftp host user and pass then upload your forum software follow the instructions setup your sql database, then your done
