how do you get it how does it do up and hows does it go down thanks!

people can give you rep for helping them
people can also give you negative rep because they think you have done a bad thing E.g spam,flame

You can give someone rep by using the + or - symbol next to the Reputation text (to the left underneath your avatar) - the votes button will be visible once you have been given rep for the first time
