The market refreshes at 2am pacific time. So within an hour after the refresh.

First Strike i had downloaded by 2:30 but Escalation was having issues (even on jd2020's twitter people were blowing it up complaining that it wasn't in the marketplace at the right time) so I couldn't get it downloaded until 3am.

So if nothing goes askew expect it 2-3am pacific time.
