Saved the background from [ Register or Signin to view external links. ] and then resized it, and then just added stuff to it from there. Used render for the lens flare in the top corner, and then the transparent text is just opacity and glow settings.

That's just Arial Rounded MT Bold, it comes with Photoshop.
