Can you do the 10th lobbies using a jtag? If so, what files do I need? I can only seem to find modded iso files, nothing for jtag

Yes, you can do lobbies with JTAG through system link though.
You need the TU7, default_mp.xex, and patch_mp.ff
No need for code_post_mp.gfx
