Flak Jacket- Saves you from random nades and claymores
Sleight of Hand Pro - ADS faster is a must
Tactical Mask Pro - So you dont get spammed with stun and flash pricks

My current class as of today is a..
Primary: Famas Silencer
Secondary: Python Speed Reloader
Lethal: Frag
Tactical: Concussion
Equipment: Tactical Insertion/ Motion Sensor (Depending on Game Mode)
Perk 1: Hardline Pro: I find it easier to get faster killstreaks and changing ammo care packages to blackbirds or dogs is always entertaining.
Perk 2: Sleight of Hand Pro: Only Tier 2 perk that is really worth using on every class. Helpful in every situation.
Perk 3: Marathon Pro: Marathon Pro is a real pain in the ass to get because CTF on black ops is nearly impossible to play, Cap limit is 3 per round, shit tons of campers with ghost. If you dont want to waste your time getting this perk then I recommend Ninja Pro.

I just use the average perks many other people use, e.g. scavenger works for me because I can go to the game wish to play and rush into an enemy spawn and pick up ammunition from enemies which I kill. It's better than only having a set amount of ammo which when it runs out you cannot get any more unless you pick up someone else's weapon. Also try using sleight of hand to reload quicker and aim down site a lot faster; once you've unlocked the professional perk. Those are two of the commonly used perks which I tend to add into my classes. I also use Ninja or whatever it's called, it allows me to walk silently though the games and buildings.

hardend or soh (harden for walbangs) (soh so u can look down sights super fast
tack mask ninja ( tack mask because u cant get stunned or flashed) (ninja to be silent)

Ghost Pro:I tend to get irritated by enemy choppers
Sleight of Hand Pro:Fast reload is great
Hacker Pro:to find enemy explosives and to booby trap enemy crates that are Heavily Guarded.
