rig your router to allow the ports for xbox live..

Sounds like connection problems to me. Ring ur provider and ask how them if there is something wrong with the connection

check your firewall settings on host computer. mess around with the settings until you find the ones you like.
check ports too, and one other tip is to click on the option of "test connection" wherever that may be found and it should tell you whats wrong with your connection. e.g. IP address, DNS, etc etc

Your firewall is most likely to strict, if you set it to a lower level it should be ok, i had a similar problem to you and that fixed it
