You may need more ram because 512mb is small.
But I would try reinstalling java

Minecraft won't even run on those specs, I've seen it use more than the amount of ram you have.

"move" (not copy) your .minecraft folder to Desktop
How to locate it with windows
Press Start and R
Type %appdata%
Scroll until you find /minecraft

An Intel Celeron processor won't handle it anyways, most likely. But your RAM isn't good enough also, minecraft uses 512MB RAM for the client itsself, and your operating system still needs some to stay stable.
Even if you get more RAM, you will most likely need a better CPU.

How much would it cost about for a Dual-Core Processor and a 4GB Ram?
Also say what dual-core processor too.
I have a SAPPHIRE RADEON 9250 + Secondary on this pc, is it any good?
My laptop runs on those specs but the video card on it is rubbish and is being serviced atm.
