I beleive the game will be moddable but not in all areas.
The system they are you using is simalar or better to blackops..

Well, I wouldn't say it is going to be "unmoddable" but it is definitly not going to be as easy to mod as mw2 was and most likely less people will be able to mod the game. I also believe they will try to patch any mods quickly so if I were you I try as soon as possible to mod it and get into that lobby.

Here's my opinion.
Once MW3 is released, there will be some bugs and mods, but hopefully they do hotfixes and patch em up quick, just as Treyarch did.
Infinity Ward learned the hard way that modders can ruin a game quite easily from CoD 4 and MW2.
Also, I think Black Ops is never going to get easier to mod, only harder.
