Modding a game is just a tiny bit of the possabilitys of a jtag. So if you want to buy a jtag just for modding games no.

The short answer is Yeah.

The long answer is that it depends what you will use it for, most people think jtags are just for hosting lobbies and system link, but there not, there's so may things you can do offline like emulators and other things (mostly mods) that run unsigned code.

If you want it just for those annoying little lobbies then no.
If you want it to make programs on it and test things then yes

IDTS bc you can barely do anything with them.. like modding or hacking wise

But if you want it just to hack cod, Then, No, Its not worth it.

yea i want one to host lobbies even though mostly no one cant right now except for a couple people but also to play emulators and test some files for mw2 and waw and play leaked versions of games that havent came out like mw3 and gears of war 3

If your going to buy a Jtag just to host lobbies I'll be blunt,your wasting your money and you'll just end up trying to sell it sooner or later.

Online lobbies via a Jtag aren't going to happen for you,only a few people in the whole world could get them to work.

MW2 system link is currently patched,and I'm not 100% sure if Cod 4 was patched with the last TU.

World at War is still infectable but that's it.

I've seen it before,and I'll see it again,kids buy Jtags to host lobbies,find out they don't know how,like everyone else and sell them again,just warning you mate.

Learn a few more things about them before thinking about buying one.
