I think it just calculates all of the crime rate (Which looks like it will go up) and it also looks like that he calculated the chances of war and radiation going up :S ( I dont really know just guessing :S)

From what i see, is that the war currently going on is causing radiation, and he pulled something out of his ass, and he came up with 91 radiation. Because 42+49 = 91..
That's for that part, and Clarifier has something to do with a wasteland, and if he thinks the alien invasion is coming, apparently the aliens are going to make the earth a giant wasteland filled with radiation.. Eradication means about the same thing, its complete destruction.
That's pretty much all it means, dumb it down a bit, the worlds going to end.. Lol.
Now the Two circle violent control, i have no idea what that is, it's probably years of drugs kicking in loll. I'm pretty sure its something for Domestic Violence.. No idea what that has to do with the world ending. And why on the 31 first? No idea..
Update, I do see what the numbers mean below the words, they are spelling out the word. Like 5 is the fifth letter of the alphabet.. Etc. I'll keep looking, this is interesting
