Since you cannot boot into safe mode, the only way is to do a clean install of Windows again. I recommend you take a Linux live disk (priority CD) and save all the data you need into one folder and run CLAMAV, then transfer it onto a portable hard drive/flash drive. Next do a format of your hard disk and do a clean install of Windows.
