Design the background with the lights already, then I added spheres to where I put them.
I used photoshop for the background BTW. I know its the cheap way of designing lights but it works.

ok thanks so you put little spheres around the text then edit it in photoshop and make it glow?

Make the background, text, and spheres separately, Once you get it down it will take only 20 or 30 minutes.

Don't like it, not because its bad but because i seen something similar in a tut. Im not saying you used a tut im just saying thats why i dont like it.
