im not some big quickscoping advocate but it takes more skill to quickscope than to run around with a MG

The thing is... this wasn't a surprise for me...
Just because treyarch is gay and wanted to ruin many of the good aspects of a great game, doesn't mean infinity ward intends to follow in their path. Besides, you can quickscope in any game, it's just a question of how easily you can quickscope in the game... for example, you can "quick scope" in black ops (Despite treyarch's attempt at ruining it), you just have to scope in more than you would otherwise.
