Am I able to get any better graphics out of Runescape? Maybe through DirectX or settings such as the brightness?

Yes when you are on the log in page click resolution and change it to the best settings.

The better the quality the slower the game will be as it uses more memory which will make it lag more.

I think those graphics are fine though , runescape was about the gameplay not about the graphics just like minecraft.
