Too get the maps free you need a friends account who has the maps.
1. Recover Friends Account
2. Click Game Marketplace
3. Go to game with map pack
4. Hit "download again"
5. Log off after its done and go too your account
6. Congratulations, You have the map pack free!

A: as far as I know, yes
