Custom cases on an Xbox are not illegal.

Flashed DVD Drives are not illegal, unless you run burned game which you did not pay for.

Jtags are not illegal depending on what you do with it.

when you buy an xbox it is your xbox so you can do whatever you want with it
the same rule applies for changing hardware on a computer

I dont think any of them are ILLEGAL.

I'm pretty sure they just void warranties.

Creating, Buying, and Selling Burnt games IS illegal.

JTAGs are illegal.

Jtags themselves aren't illegal and selling them also isn't illegal. However using them online is illegal because when you connect to xbox live you agree to the terms of use, however using a jtag breaks this agreement. Depending on where you live, it might not even be illegal to download iso's and play them on an offline console, however just about everywhere it is illegal to upload any iso's.
The only way that selling them could be illegal is if you are selling copyrighted software along with the jtag (eg any copyrighted homebrew software or games/films/music ect)
