From the feedback I have gotten it seems simplicity is the key. A few must haves in my opinion are the following:

1, 1.5 UAV
2, Unlimited UAV
3, No Flash Damage
4, Wall Hack
5, Super Steady Aim


After these it is just what you think will make it popular. IE: Colored classes, Aimbot, Promod, Laser, and the list goes on...
