No, it boots them offline from 5 minutes to 20 minutes.
But you can keep booting them when they come back online

pretty sure its a 30 second flood, then you hve to wait, but then you can do it again, it wont be a permanent flood

No it wont and I dont think you can talk about this here, either way look into rileyk20 booter, its all web based and works like a charm also net tools doesnt lag people out lol

Any flooding of an IP address is technically classed as computer misuse, and if they tracked your IP and reported you, you could get a slap on the wrist, but only if you abuse it.

But highly unlikely to get caught...
