The Xbox division of Microsoft is not a government corporation so by law they do not need to respond to or abide by petitions started by non-government officials. Especially when you agreed to a lawful agreement when buying your console and you broke that agreement when you disobeyed the agreement between yourself and Microsoft.
Let me put this in terms you children can understand it and relate to. If a criminal convicted of killing 3 people and sentenced to life in prison started a petition to let all convicted felons and people in jail free and got all his jail cell inmates and all felons to sign it, should the government just let them go because they signed a petition and got thousands of convicted felons to sign it? No.
tl;dr
You got rightfully banned, stop trying to overrun how the system works. Man up and love eoth the fact your console is banned and just buy another one.
