Lol someone said its not a good guide because they got down's syndrome and dont know how to use a pc

whhen i download it and save then i double click the dektop icon for it it says "updating substance .jar" and then like 10 seconds later it says "java.net.connectException: Connection timed out: connect" i have redownloaded rsbuddy and java and it still does the same thing... if you could help me fix it that would be great
