I assume you mean lower level requirements of weapons that has very large levels like 42344443? If that is the case, then your weapon needs hex editing. If not, and you just want a lower level, then you need to simply transfer you save from your xbox to your computer via usb and a xbox 360 usb explorer such as modio or xtaf xplorer and open the save with willow tree, go to the weapons tab find the weapon you are looking for and slide the level bar down to the level you want. (I underlined a portion of my message because you will need to do this regardless of which way you need, hex editing or willow tree)

If it needs hex editing, I can do it for you if you give me the weapon in the game.

Extract your save w/ Modio, open it in Willowtree and you will see Guns, then click the gun.. on the right side of program you will see quality, parts ect. There will be level requirement, once done click save.

Save to modio, then your done.

On some weapons, when modified the level requirement is changed to a very large inaccessible level such as 331043 making the weapon unusable and unchangeable on WilloTree. This is why Hex Editing is neccesary. You can change the level down to 69 by editing the save file hex where as you cannot on WillowTree.
