I usually get some toothpaste and tissue paper and rub the toothpaste in a circular motion for quite a while, usually buffs out the scratches and works

Try metal polish. It won't get rid of scratches, but it may make it work.
I laser burned my MW2, sprayed metal polish on it, gave it a wipe with a dust cloth so there was no splatters etc on it. Then put it in, works perfect

get a disc cleaner kit or go to your nearest game store and ask them to clean it

dont do it in the circular motion your scratching data on the disk????

your meant to wipe it from the middle of the disk outwards to the end of the disc all the way around so it doesnt harm the data
