Yes and no. If you plan to use it for RuneScape botting, it wouldn't be the best suggestion. You should spring for a desktop or even a laptop. However, netbooks are good for browsing the internet. (They weren't made for games. Even Java based like RuneScape.)

I own an HP Mini. I like it a lot more than my desktop because I use it for internet purposes.
Browsing facebook, TTG, other websites, etc.
They're also really good if you don't like to sit in the place for a long period of time.

A little more information,
my HP mini can play RuneScape on the lowest settings and still lags a little bit.
