if I change my I.P Adress will it affect my computer or anything at all? or just change the numbers?

It won't affect anything except if you are using a DNS operator like no-ip without running the DUC client, but chances are you are not. So no it won't affect anything, well noticeably.

Did you just really say that? The only time you can't change your IP is if your IP isn't dynamic, but that's usually only for businesses. But even if you try its still not illegal.
