Uhm, try the following:

--> Re-installing it.

--> Run it as administrator.

If that doesn't work, then do this:

--> Disable any anti-virus software installed on the laptop.

--> Turn of UAC (User Account Control)

--> Then try and run it normally and as administrator.

this always does it to me put it on ur desktop not in a floder >run as admin>clcik yes>start blocking>and it say some of these feahers are blocked do u want to carry on block? click no.. unblock all

right click, run as administrator (if you're not already). that works for me.

when it pops up click allow and it will say cancel click allow

You probblay already done it the first time you patch blocked so that why it doesnt do it to me so yeah
