Yeah call up xbox or changing your GT can work. Your best bet would be getting the guy who you think is booting you offline and call up Microsoft and see if they can help you out

You, and eveyone else should "Modify" your ip (im blanking out on the name for it... im stupid)so that evertime you sign on to the internet it changes. I did that and have nooooo problem with those sort of people.

dont join his party and he cant kick you offline, thats the only way he can get you ip

Get a VPN(Virtual Private Network) and hide your ip.
