This is impossible due to the fact that not enough people have played this game that mod a lot. A perfect example is jester the modder, he is a god at modding and has not had a chance to try and mod it yet.

im talking about wat mw2 turned into, lobbys everywhere!everyone is infected! i like modding but still sometimes i just want too play the game.... and they are hopping too make black ops lobby less, meaning no more tenth lobbys, no more infected playlists and so on, they learned there lesson with mw2, thats a mistake there not gonna make again

There will be some type of modding in Black Ops.
