i need to know how to jtag a jasper the right way with xbox dashboard version 2.0.13599.0 is this the best method to do it

You need to do the reset glitch if it is on 13599...

Do you mean, that you want to flash it with the latest Dash? Or is it already on the 13599 dash and you want to Jtag it? If it's the latter, then you need to do the Reset Glitch.

thats for 7XXXX under jtaging there are no chips available yet and all you can do is boot xell the aud clamp method is great for under 7xxxx dash team x-acuter is working on a bundle so what and read mini uzi sticky to understand hope this helped 8)
