Everything in the new Xbox 360 coming out next week is new updated software, for better performance, and durability.
In the vid on the Xbox dashboard it also says that it run nearly silent
So if it runs almost silent, the fan isn't working hard because the system isnt overheating. So RRoD from overheating/melting is suppose to be fixed, but other hardware failures may still exist in the new system.

I hope it can't get the RRoD.
The new xbox looks pretty tight.

Hardware updates were also made for Project Natal to be able to run on this console.
And originally Microsoft was planning on making a new console, but the hardware was all the same, just an upgraded much higher quality version of what there was before for smoother gameplay, and to run on less energy (lower temp. and no overheating)
Since it was upgraded hardware, they weren't allowed to classify it as a "New" console.
