I have come to the conclusion that they have to make it save on the harddrive.

Offline gamers wouldn't be able to save.

How would you get it on cloud if it wasn't stored somewhere already.

If cloud stopped working no one could play.

I actually figured this out minutes after I posted this. I just figure it's good to discuss it here. I really hope no one figures out how to mod it, but I'm sure Xander Chaos will find a way. He always does

Cloud is just a Xbox Live memory Server, you'll be able to put savegames on your cloud, anything you would want to bring over to a friends house when you recover your accoun, without bringing a memory card or another xbox. You will be able to take Savegames off your cloud, so Borderlands 2 has potential of still being moddable. Although Borderlands 2 will have a new system meaning you could get banned from Borderlands 2 online, or get suspended, like Black Ops. Also, just like any other game, it will have a harder encryption on the save than ever before, so it may take time before Borderlands 2 is Hacked.

nothing is unmodifiable if there's a save its modifiable.
