I know your trollin but here are some answers:

1: there armor is somthing like 3-4 tons, so try floating that

2: In the books Spartans can swim so it's purely for game balancing purposes - this would be my choice

Well, concerning the Jackal: I have no idea if you played the first game but there are jackals in halo: CE the idea for jackals was that Bungie wanted a variety of enemies and the at the time of halo 1 the jackal was meant to be intermediate by having a tough shield that only covered the way it faced why having the health of a grunt. Sniper Jackals came into play when they realized that Elite snipers would be to powerful in terms of smarts and health, brutes were the same, but jackals had low health and a small profile. Now all of that explains jackals in Halo: Reach, skirmishers have little to no background on them except that they are like the studs of the Jackal football team

Now, about the Jetpacks, It was explained in the game or an interview somewhere (probably on B-u-n-g-i-e-.-n-e-t) that everything is different in reach because:
1) reach had many weapons testing facilities
2) Noble Team is Assigned to the UNSC's ARMY instead of MARINES like Master Chief is, as a result the Army uses different stuff than the Marines and Navy, like said jetpacks.

A simple question deserves a simple answer:

Freakin' powered armor which when powered up gives them the ability to jump 8ft high and bench press a couple tons.

Also, in the games the move at a light jog which is nothing for a spartan, but when they sprint they move close 50mph if i'm correct which makes even them tired.
