If you've used the SPG to get your Veteran Gears achievement the game won't see it, I did so what I had to do to remedy it was delete my save and get a copy of my profile with no Gears 3 GPD in it, then edit my Gears 2 VG achievement to have an online timestamp, then boot up Gears 3. It unlocked the golden gnasher straight away after that. Then I took my original profile, injected the Gears 3 GPD from the copied profile into it, and it worked fine after that. Of course if you don't wait until the first TU comes out, you won't get all the golden guns, just the gnasher. So if you weren't in beta or you don't have the lancer and hammerburst already, you might wanna wait to do this until the 20th.

The only thing I'm still missing is the beta unlocks since I wasn't in beta and the beta save I downloaded didn't work to unlock the stuff. It sucks because that presumably has to be loaded using a fresh GPD/save too and I already beat the campaign and hit level 8, but I'm hoping I can use a save editor or something to unlock the beta stuff on my profile later on.

Nope, unless you do the Veteran Gear Achievement in Gears of War 2. And by the way Old Guard is the title that you receive once you unlocked the Veteran Gear Achievement.
