I'm afraid there is no special software ect to improve game performance like that. Anything over 30 FPS is playable, over 60 is acceptable. I would try lowering texture, resolution to lowest.

I would say 2 cores on 2.1GHz.
Having problems with TF2 also.
A little fact at the end,
my cheap prebuild 300 bucks PC has no problems at all with TF2
