I would say 2 cores on 2.1GHz.
Having problems with TF2 also.
A little fact at the end,
my cheap prebuild 300 bucks PC has no problems at all with TF2
That's because TF2 isn't that demanding. My 'old' 6850 would get around 250 FPS. Lol.
OP, Try lowering the resolution and details if you start lagging. Anything below 30 is unplayable in my eyes.

Is that so? well i also have bum **** tons of other **** i should probably delete that i don't play.

Deleting things won't really speed up your PC.. the thing that matters there is the RPM of the drive.
If you're lagging on TF2, upgrade your CPU, and if your graphics card sucks go for a mid range one, ie 5750/5770 or 5850, and it should play games no bother.
I built this rig for 400 GBP,
Intel Core i5 2400 Quad Core CPU @ 3.10GHz
8GB Ram
1TB HD @ 7200 rpm
Radeon HD 6750
I can play pretty much any game fine on medium - high graphics, while recording/livestreaming. On cod4 on default settings i get 140+ fps, while recording fraps makes it a stable 60.

Handle what exactly? Steam games? ..Maybe @ lower resolutions ( 800x600 ). The Intel HD 2000/3000 video chipset was not made for gaming in mind.

Then no, your video chipset is integrated into the CPU, which is soldered into the motherboard.

pentium dualcore is very good dont listen to anyone who says its not mines 3.0ghz overclocked to 3.33 but i have a graphics card you wont be doing any gaming on intel graphics if its a desktop get a graphics card i have a 4 year old videocard but its better than all onboard graphics its a 8600gt if i was you get atleast a 9800gt
